Aims

Students will be able to use basic principles to help them direct their studies in the field of information and communication, given the space defined in this case by the legal
system of freedom/responsibility.

Main themes

This course, which is constructed around correlative notions of freedom and
responsibility, locates the framework input of the Belgian Constitution and the European Convention on Human Rights in respect of information and communications (e.g. freedom of expression, freedom of the press, (civil and criminal) cascade responsibility, the right of reply, and the protection of private life).

Content and teaching methods

In a comparative mode, and using legal measures and court decisions as its basis, this
course identifies the legal frameworks of the printed and spoken word and images, as they are
embodied in the various media (e.g. the press, radio, television and the cinema).
The expositions refer to numerous case studies drawn from criminal and civil case law.

A basic knowledge of the institutional operation of the democratic system.
Oral examination.
An overall structure of the course and of legal reference articles.
