Aims
The course aims at: Giving the student a specific knowledge of the work of local institutions within the Belgian federal system, Bring students to reflect on the principles of local autonomy, its basic principals, its implications and its ef-fectiveness, Bring students to reflect on the way local communities contribute to establishing public policies at the fed-eral or federate level.

Content
Contents: The course approaches, with a strong legal connotation: - The division of competences relating to Belgian local communities - Local Political Institutions (désignation des collèges et du bourgmestre, consultation populaire,…) and their management (supervision, financing, staff,…) - competences of the "Provinces" and "Communes", in particular regarding the police - organizations depending on the local authorities, - Public policy implying local actors (waste, water, housing policy,…) Method: Lecture, during which the active participation of the students is encouraged. Use of printed material (press arti-cle) as material of illustration and analysis.
