abstract = {The objective of organising reflexive working groups with prospective candidates is to give them some information about the current situation of recruitment in academia to help them to become aware of how recruitment selection processes work. We use two different settings to achieve this goal. We first organised two reflexive workshops, one in the STEM department (ELI) and one in the SSH department (IACCHOS). These workshops gathered a small amount of participants (3/4) that 1/ exchanged their experiences of recruitment as postdoc researcher or PhD student, and 2/ were given information coming from previous Garcia research conducted in UCLouvain about selection procedures. A second setting was developed only in IACCHOS. We organised a presentation of some results of the Garcia project at destination of all young researchers of IACCHOS that attended a day of formation for young researcher organised by IACCHOS. This presentation reached between 30 and 40 young IACCHOS researchers.},

abstract = {The objective of organising reflexive working groups with recruitment committee members is twofold. We first wanted to promote, amongst committee members (most of them being full professor) a climate that decreases gender bias in evaluation moments. That was achieved by discussing, during the working groups, the main findings we made in previous working packages of the Garcia project regarding the question of gender bias in UCLouvain organisational culture. We secondly wanted to collect information about the selection criteria that are used in actual recruitment procedures. Discussing, in light of different findings of the Garcia project, evaluation criteria and the perception of what is “scientific excellence” with committee members permit us: 1/to collect information about how “scientific excellence” is conceived in recruitment procedures at UCLouvain and 2/ to raise awareness of gender practices and gender bias in recruitment among key players in recruitment procedures.},

Ces axes d’action pour une gestion du vieillissement renvoient \`{a} des enseignements majeurs de la recherche, pr\'{e}sent\'{e}s ici autour de quatre tensions : la tension entre la multiplicit\'{e} d’acteurs, de services, d’instances de pouvoir… et la n\'{e}cessit\'{e} d’une vision soci\'{e}tale claire ; la tension entre l’attente d’un syst\`{e}me d’aide et de soin global d’une part et la diversit\'{e} et le degr\'{e} de sp\'{e}cialisation des acteurs en pr\'{e}sence d’autre part ; la tension entre le statut renforc\'{e} par la sixi\`{e}me r\'{e}forme de l’Etat des pouvoirs r\'{e}gionaux et communautaires et l’attente forte de penser l’aide et le soin \`{a} partir du territoire de proximit\'{e} ; la tension entre les dispositifs actuels de prise en charge qui reposent principalement sur les femmes, tant au niveau de l’aide formelle que de l’aide informelle, et les vis\'{e}es politiques d’\'{e}galit\'{e} entre les hommes et les femmes. abstract = {Dans ce chapitre, nous d\'{e}taillerons les premi\`{e}res \'{e}tapes de l’analyse prospective de la gestion du vieillissement en Wallonie \`{a} l’horizon 2045 que nous avons r\'{e}alis\'{e}e dans le courant de l’ann\'{e}e 2016. L’objectif principal d’une \'{e}tude de ce type n’est pas de pr\'{e}dire l’\'{e}volution du syst\`{e}me wallon de gestion du vieillissement. L’analyse prospective vise, par l’identification des risques, des opportunit\'{e}s et des tensions identifiables aujourd’hui, \`{a} fournir aux acteurs des ressources analytiques permettant d’envisager le futur comme objet d’intervention et de construction. Nous pr\'{e}senterons ici les deux premi\`{e}res \'{e}tapes de ce travail. Dans un premier temps, nous identifions les variables contextuelles, organisationnelles et individuelles \`{a} prendre en compte pour construire un mod\`{e}le syst\'{e}mique de la gestion du vieillissement en Wallonie. Dans un second temps, nous pr\'{e}sentons le produit de cette premi\`{e}re analyse : quatre sc\'{e}narios prospectifs qui donnent \`{a} voir, de mani\`{e}re narrative, quatre « futurs possibles » de la gestion du vieillissement en Wallonie.},

Que cela soit sous le registre de la comm\'{e}moration, ou m\^{e}me parfois, sans doute de plus en plus fr\'{e}quemment, sous le registre de l’anticipation, les m\'{e}dias, en produisant des r\'{e}cits historiques, participent \`{a} l’organisation des perceptions du pass\'{e}, du pr\'{e}sent, et du futur. \`{A} partir de l’analyse du contenu de deux suppl\'{e}ments de journaux \`{a} vis\'{e}es r\'{e}trospectives et prospectives publi\'{e}s par le journal quotidien belge Le Soir, nous mettrons en \'{e}vidence quelques pistes de recherche exploratoires relatives \`{a} la centralit\'{e} des r\'{e}f\'{e}rentiels du risque et de la catastrophe dans la s\'{e}lection des faits historiques r\'{e}alis\'{e}e par les m\'{e}dias. abstract = {JPEG XS is an upcoming standard from the JPEG Committee (formally known as ISO/IEC SC29 WG1). It aims to provide an interoperable visually lossless low-latency lightweight codec for a wide range of applications including mezzanine compression in broadcast and Pro-AV markets. This requires optimal support of a wide range of implementation technologies such as FPGAs, CPUs and GPUs. Targeted use cases are professional video links, IP transport, Ethernet transport, real-time video storage, video memory buffers, and omnidirectional video capture and rendering. In addition to the evaluation of the visual transparency of the selected technologies, a detailed analysis of the hardware and software complexity as well as the latency has been done to make sure that the new codec meets the requirements of the above-mentioned use cases. In particular, the end-to-end latency has been constrained to a maximum of 32 lines. Concerning the hardware complexity, neither encoder nor decoder should require more than 50% of an FPGA similar to Xilinx Artix 7 or 25% of an FPGA similar to Altera Cyclon 5. This process resulted in a coding scheme made of an optional color transform, a wavelet transform, the entropy coding of the highest magnitude level of groups of coefficients, and the raw inclusion of the truncated wavelet coefficients. This paper presents the details and status of the standardization process, a technical description of the future standard, and the latest performance evaluation results.},

abstract = {Ce rapport a pour objectif de r\'{e}aliser une analyse prospective des enjeux du vieillissement en Wallonie \`{a} l’horizon 2025-2045. L’objectif principal d’une d\'{e}marche prospective n’est pas de pr\'{e}dire le futur, mais bien de mettre en \'{e}vidence les perspectives, les opportunit\'{e}s et les risques \`{a} prendre en compte pour produire collectivement un futur d\'{e}sirable. La d\'{e}marche prospective a donc pour objectif premier de permettre aux acteurs (quels qu’ils soient) impliqu\'{e}s dans une probl\'{e}matique soci\'{e}tale (ici la gestion des enjeux du vieillissement) de prendre conscience du caractère ouvert et malléable du futur. Le deuxi\`{e}me volet examine des exp\'{e}riences pilotes ou des initiatives r\'{e}centes d’aide \`{a} des publics d\'{e}pendants ou soumis \`{a} un risque d’isolement \'{e}lev\'{e} et aux aidant-e-s, men\'{e}es \`{a} un niveau local, ainsi que certaines initiatives plus informelles dont l’objectif est de renforcer ou d’am\'{e}liorer les possibilit\'{e}s de maintien \`{a} domicile pour les personnes \^{a}g\'{e}es d\'{e}pendantes. Le troisi\`{e}me volet met au jour 1/ les diverses conceptions du « bien vieillir » que d\'{e}veloppent les (futurs) acteurs du vieillissement et de l’aide \`{a} domicile \textendash d’une part jeunes seniors (45-55 ans) qui fournissent aujourd’hui un soutien \`{a} leurs parents \^{a}g\'{e}s et sont, \`{a} un horizon proche, les futurs b\'{e}n\'{e}ficiaires des aides familiales et professionnelles et d’autre part les futurs professionnels du secteur de l’aide ainsi que les professionnels qui les forment ; 2/ les strat\'{e}gies conscientes et inconscientes que les futurs aid\'{e}s et aidants mettent en place pour pr\'{e}parer et anticiper les besoins futurs (strat\'{e}gies financi\`{e}res, affectives, sociales, de mobilit\'{e} g\'{e}ographique, etc.) en fonction de leurs attentes en mati\`{e}re de « bien vieillir » ; 3/ les tendances en mati\`{e}re d’aide aux personnes vieillissantes \`{a} partir des \'{e}volutions observ\'{e}es par les professionnels de l’aide \`{a} domicile. Le quatri\`{e}me volet propose et discute des sc\'{e}narios de gestion du vieillissement int\'{e}grant les niveaux micro, meso, macro, avec des acteurs et des experts afin de proposer des recommandations aux pouvoirs publics relativement aux enjeux et \`{a} la gestion du vieillissement.},

abstract = {Today, many existing types of video transmission and storage infrastructure are not able to handle UHD uncompressed video in real time. To reduce the required bit rates, a low-latency lightweight compression scheme is needed. To this end, several standardization efforts, such as Display Stream Compression, Advanced DSC, and JPEG XS, are currently being made. Focusing on screen content use cases, this paper provides a comparison of existing codecs suited for this field of application. In particular, the performance of DSC, VC-2, JPEG 2000 (in low-latency and low-complexity configurations), JPEG and HEVC Screen Content Coding Extension (SCC) in intra mode are evaluated. First, quality is assessed in single and multiple generations. Then, error robustness is evaluated by inserting one-bit errors at random positions in the compressed bitstreams. Unsurprisingly, the most complex algorithm, HEVC SCC intra, achieves the highest compression efficiency on screen content. JPEG 2000 performs well in the three experiments while HEVC SCC does not provide multi-generation robustness. DSC guarantees quality preservation in single generation at high bit rates and VC-2 provides very high error resilience. This work gives the reader an overview of the objective quality assessment that will be conducted as part of JPEG XS evaluation procedures.},

In a first part the paper will present the concept of Space of Decision that was built to allow the analysis of the evolution and institutionalization of Belgian NWM decision-making through time (1915-2015). In analyzing the emergence of new organizations, new tools of governance and new knowledge over time, the concept of Space of Decision (SOD) allows us to understand decision making as a set of various practices that are conducted in different places and times and that are not de facto linked to national territories or national politics. The second part of this paper will analyze the emergence of a new kind of knowledge in the Belgian NWM Space of Decision, the emergence, in the nineties, of social science expertise. This emergence is analyzed in regard to the development of two new tools of governance: participatory tools developed at national and local level, and transnational knowledge network (Martell 2012) aimed at exchanging expertise and experiences on social acceptability of NWM (e.g. the Forum for Stakeholder Confidence within the NEA/OECD). This analysis will allow us to discuss the evolution of how experts exercise power through their capacity to give a certain shape to the Space of Decision or to guide the process of institutionalization of the SOD both at the transnational and the national level.},

abstract = {In this paper, the ethical beliefs held by French speaking journalists will be considered in a comparative context. After presenting the results for French journalists based on the Worlds of journalism survey, the outcome will be compared to other French speaking journalists who are in a minority in their country, such as the French speaking journalists from Switzerland, Belgium and Canada. This comparison, for example on questions about the use of hidden cameras and microphones, paying people for confidential information or accepting money from sources etc., shows surprising similarities. It could be inferred that the journalists’ common language plays a role in developing common ethical approaches of journalism. We could further assume that international codes such as the Munich declaration of the rights and duties of journalists combined with more local sources, influences and references, circulate in homogeneous linguistic spaces. But a further comparison with other language communities of the three countries considered tends to prove that the French particularity is smaller than firstly thought.},

abstract = {Cette \'{e}tude vise \`{a} d\'{e}crire l’influence croissante des logiques flexibilit\'{e} sur les d\'{e}buts de carri\`{e}re des jeunes journalistes belges francophones. Marqu\'{e}es par une crise de l’emploi d’une ampleur in\'{e}dite ainsi que par une profonde mutation de leurs mod\`{e}les d’affaires, les entreprises journalistiques garantissent de plus en plus difficilement un avenir stable et pr\'{e}visible aux nouveaux arrivants sur le march\'{e} du travail. Ceux-ci sont de toute \'{e}vidence trop nombreux eu \'{e}gard aux capacit\'{e}s d’int\'{e}gration du champ. La majorit\'{e} des \'{e}tudes scientifiques sur les formes et les effets de la flexibilit\'{e} se focalisent sur les cat\'{e}gories professionnelles peu qualifi\'{e}es, combinant en g\'{e}n\'{e}ral d’autres handicaps, personnels et familiaux le plus souvent, \`{a} leur situation professionnelle. Les trajectoires et les formes identitaires des jeunes journalistes d\'{e}montrent sans \'{e}quivoque que les situations incertaines, voire pr\'{e}caires, touchent aussi des jeunes hautement qualifi\'{e}s issus pour la plupart de couches sociales favoris\'{e}es, b\'{e}n\'{e}ficiant de certaines solidarit\'{e}s familiales et conf\'{e}rant \`{a} leur insertion professionnelle un caract\`{e}re souvent prioritaire. Apr\`{e}s avoir \'{e}tabli ces observations gr\^{a}ce \`{a} une \'{e}tude longitudinale d’un corpus de jeunes journalistes, cette \'{e}tude analyse l’impact des logiques flexibles dans la gestion collective des jeunes journalistes, notamment lors du recrutement, de l’\'{e}valuation et de l’assignation des t\^{a}ches. \`{A} partir d’une approche interactionniste des groupes professionnels, l’\'{e}tude de l’insertion des nouveaux journalistes permet de saisir comment la d\'{e}standardisation des d\'{e}buts de carri\`{e}re cr\'{e}e de nouvelles formes identitaires partiellement \'{e}loign\'{e}es des id\'{e}aux d’avant-carri\`{e}re et des valeurs traditionnelles ayant r\'{e}ussi \`{a} faire du journalisme une profession distincte, reconnue et plus ou moins solidement positionn\'{e}e dans le champ social. La logique flexible reconfigure les statuts sociaux, la mobilit\'{e} et la fluidit\'{e} professionnelles, la vision de son propre avenir, la socialisation et l’int\'{e}gration dans le tissu entrepreneurial. \`{A} son stade le plus pouss\'{e}, elle agit aussi comme un facteur cl\'{e} de la s\'{e}paration de plus en plus fr\'{e}quente entre l’emploi et le travail. Jadis r\'{e}unis dans un couple stable gr\^{a}ce au contrat \`{a} temps plein et \`{a} dur\'{e}e ind\'{e}termin\'{e}e, emploi et travail sont, parmi la population \'{e}tudi\'{e}e, associ\'{e}s de plus en plus al\'{e}atoirement, obligeant la majorit\'{e} des individus actifs dans le journalisme \`{a} assurer par eux-m\^{e}mes la continuit\'{e} de leur trajectoire et de leur devenir professionnel. De ce fait, l’analyse des liens sp\'{e}cifiques entre emploi et travail conclut \`{a} un renforcement de l’individualisation du fait professionnel, lourde de sens dans le march\'{e} du travail journalistique, historiquement marqu\'{e} par la faible coh\'{e}sion entre ses parties prenantes, sa porosit\'{e} identitaire et la place centrale qu’elle accorde \`{a} la valorisation de comp\'{e}tences intrins\`{e}quement individuelles.},

abstract = {PURPOSE: Tomotherapy MV-CT acquisitions of lung tumors lead to artifacts due to breathing-related motion. This could preclude the reliability of tumor based positioning. We investigate the effect of these artifacts on automatic registration and determine conditions under which correct positioning can be achieved. MATERIALS AND METHODS: MV-CT and 4D-CT scans of a dynamic thorax phantom were acquired with various motion amplitudes, directions, and periods. For each acquisition, the average kV-CT image was reconstructed from the 4D-CT data and rigidly registered with the corresponding MV-CT scan in a region of interest. Different kV-MV registration strategies have been assessed. RESULTS: All tested registration methods led to acceptable registration errors (within 1.3 ± 1.2 mm) for motion periods of 3 and 6 s, regardless of the motion amplitude, direction, and phase difference. However, a motion period of 5 s, equal to half the Tomotherapy gantry period, induced asymmetric artifacts within MV-CT and significantly degraded the registration accuracy. CONCLUSIONS: As long as the breathing period differs from 5 s, positioning based on averaged images of the tumor provides information about its daily baseline shift, and might therefore contribute to reducing margins, regardless of the registration method.},
