Aims

This course is designed to provide an in-depth study of European problems, in particular in labour law and social security, and an analysis of labour relations at international level. These problem areas are studied principally with regard to the International Labour Organisation and the European Community, only in relation to the social aspects of the development of the internal market.

Content and teaching methods

1st part: Law and European social policy.
1. Background to European social law: social aspects of European integration, from the ECSC to the EC Single Act. 2. The main achievements of Community social law:- the free movement of workers;- equal pay for European Community nationals;- social security for migrant workers;- equal pay and programmes for equal opportunities for men and women; employment and professional training policy;- working conditions, particularly safety and hygiene;- worker participation , etc….
3. Specific instances of social policy.
4. The European social dialogue.
5. Social law and the latest developments in economic and monetary union.

2nd part: International social law.
1. The background to international social law. International bilateral and multilateral labour treaties - Intergovernmental conferences - the League of Nations - ILO - UNO - Benelux - Council of Europe.
2. The International Labour Organisation. Harmonisation of standards - Specific policies and action programmes - Social law and development cooperation.
3. Council of Europe social standards. Lectures with case studies .
