
Objectifs
The course aims at supplementing the students'basic education in the field of Public Economics by studying in detail current research development. Knowledge of public finance theory equivalent to that covered in the department's courses Finances publiques I and II is a prerequisite.

The course is divided in two parts :
1. Theory of optimal taxation
This part of the course covers the main results in the theory of optimal taxation. Some recent work by the instructor will also be covered, such as the distributive rôle of public expenditures or the mix of direct and indirect taxes. Attention will focus on both the results and the methodology used to obtain them.
2. Advanced theory of public goods and international environmental problems
This part of the course is devoted to the theoritical analysis of alternative institutional settings for ensuring the provision of public goods. A first group of models deals with a series of planning procedures seeking to determine an optimum. Various aspects of the well-known "free rider" problem are identified and examined. A second group of models is concerned with the voluntary provision of public goods; it endeavours to characterize the equilibria that emerge under this setting. Current research on international environmental problems will serve as an illustration of the theory.
