Aims
At the end of this learning unit, the student is able to : | |
1 | - Give students a first approach to management in the public sector and to some of the techniques used, mainly in the fields of the strategy, organization and management control - Approach in a critical way: 1° the transfer of private management methods and techniques to the public sector, and 2° the interaction between the political authorities and the administration in the setting of managerial reforms - Give students a first approach to the management techniques through exercises and through the analysis of practical cases (possibly in the presence of invited experts) |

Content
The course is divided into six parts preceded by a short introduction on the scientific principles of management. I. Strategic management of public organizations using global management tools. II. The choice of the organisational structures III. General introduction to budgeting and public accounting IV. Management control: administrative controls and management controls, management indicators and dashboards, total quality management. V. Audit and risk management. VI. Change management.
Each part starts with an initiation to management methods and tools, followed by a critical analysis on the use of these methods and tools within the framework of public organizations.

Teaching methods
Introduction on theories and concepts by the teacher, presentation and discussion of cases with the students, invitation of experts
Evaluation methods
Evaluation 1/ A case study (per group) aiming at evaluating the quality of management of a public sector organisation. The subject choice has to be agreed by the professor in charge of this course. This work accounts for one third of the final note. 2/ Oral Exam.

Having followed the course "theory of organizations et public action" (POLS1223) or equivalent.
