\"drapeau\u00a0<\/strong>Established on the initiative of State Security, the General Intelligence and Security Service, het Vast Comit\u00e9 van Toezicht op de Inlichtingendiensten en de School voor Inlichtingen en Veiligheid van de Strijdkrachten, is part of the Belgian Intelligence Academy (BIA) in the increasing importance that the Guardianship Authorities attach to the valorization of the intelligence services. In this context, it responds to a political will to perfect the training of its staff in full independence. With the exception of the courses distributed by the Intelligence and Security School (IVS), bestaat er vandaag in Belgi\u00eb geen enkele offici\u00eble opleiding voor het personeel van de inlichtingendiensten. By way of exception, some are trained abroad.<\/td>\n\"Drapeau\u00a0<\/strong>The Belgian Intelligence Academy (BIA), which was set up on the initiative of the State Security, the General Intelligence and Security Service, the Belgian Standing Intelligence Agencies Review Committee and the Intelligence and Security School of the Armed Forces, lies in the supervisory authorities\u2019 growing concern for increasing the standing of the intelligence services and, in this context, is an answer to the political will to enrich the training of their staff independently. Today, apart from the courses provided by the Intelligence and Security School, there is no formal training for the staff of the intelligence services in Belgium. In exceptional cases, staff members are trained abroad.<\/td>\n\"Drapeau\u00a0<\/strong>Cr\u00e9\u00e9e \u00e0 l\u2019initiative de la S\u00fbret\u00e9 de l\u2019Etat, du Service G\u00e9n\u00e9ral du Renseignement et de la S\u00e9curit\u00e9, du Comit\u00e9 Permanent de contr\u00f4le des services de renseignement et de l\u2019Ecole du Renseignement et de la S\u00e9curit\u00e9 des Forces Arm\u00e9es, la Belgian Intelligence Academy (BIA) s\u2019inscrit dans l\u2019int\u00e9r\u00eat accru que les Autorit\u00e9s de tutelle portent \u00e0 la valorisation des services de renseignement et, in this context, elle r\u00e9pond \u00e0 une volont\u00e9 politique de parfaire la formation de son personnel, en toute ind\u00e9pendance. Outre les cours dispens\u00e9s par l\u2019\u00c9cole de Renseignement et de S\u00e9curit\u00e9 (ERS), la Belgique ne poss\u00e8de actuellement aucune formation officielle pour le personnel des services de renseignement. \u00c0 titre exceptionnel, certains agents sont form\u00e9s \u00e0 l\u2019\u00e9tranger.<\/td>\n<\/tr>\n
The BIA wants to be the driving force and reference in the field of vocational training, specialized in civil and military intelligence work and recognized for its expertise and competencies. To achieve these objectives and ensure its image, the BIA establishes links with other academies or similar institutions abroad. It proposes less expensive training by rationalizing the available resources and promoting synergy between the actors involved.<\/td>\nThe BIA aims to be the driving force and the reference in terms of vocational training specialised in civilian and military intelligence and to be recognised for its expertise and skills. In order to achieve these purposes and to promote its value, the BIA has established links with other academies and similar institutions abroad. It provides cost-effective training courses by rationalising the available means and fostering synergies between the relevant stakeholders.<\/td>\nLa BIA vise \u00e0 \u00eatre le moteur et la r\u00e9f\u00e9rence en mati\u00e8re de formation professionnelle, sp\u00e9cialis\u00e9e dans le renseignement civil et militaire et \u00e0 \u00eatre reconnue pour son expertise et ses comp\u00e9tences. To achieve these objectives and ensure its influence, la BIA tisse des liens avec d\u2019autres acad\u00e9mies ou institutions similaires \u00e0 l\u2019\u00e9tranger. Elle propose des formations \u00e0 moindre co\u00fbt en rationalisant les moyens disponibles et en favorisant les synergies entre les acteurs concern\u00e9s.<\/td>\n<\/tr>\n
Its ambition is to offer a common training framework, structured towards the staff of the two services. This with a view to tailor-made training based on the needs of the staff within the two structures, but also for civil servants from other Belgian or foreign federal administrations that have a link with the Belgian intelligence world..<\/td>\nIt strives to offer a common structured training framework to the entire staff of both services, and training courses tailored to the needs not only of the staff members of both structures but also of officials of other Belgian federal bodies or foreign authorities linked to the intelligence community in Belgium.<\/td>\nElle se donne l\u2019ambition d\u2019offrir un cadre de formation commun, structur\u00e9 \u00e0 l\u2019ensemble du personnel des deux services, une formation adapt\u00e9e en fonction des besoins du personnel au sein des deux structures, mais aussi \u00e0 des fonctionnaires issus d\u2019autres administrations f\u00e9d\u00e9rales belges ou \u00e9trang\u00e8res ayant un lien avec la communaut\u00e9 du renseignement belge.<\/td>\n<\/tr>\n
The BIA offers basic training for personnel who will become part of the intelligence services and additional training that is part of advanced training.. En zij verzekert tevens het doorgeven van de kennis voor het personeel in functie of dat einde carri\u00e8re is.<\/td>\nThe BIA offers basic training for new staff members of the intelligence services and complementary training within the framework of continuous training, ensuring knowledge transfer for the existing or end-of-career staff.<\/td>\nThe BIA offers initial training to personnel entering the two intelligence services. Elle encadre la formation continu\u00e9e et la transmission des connaissances pour le personnel en place ou arriv\u00e9 en fin de carri\u00e8re.<\/td>\n<\/tr>\n
The training provided has its basis and its limits within the respect for the laws and the promotion and defense of democratic values. It promotes respect for a moral and regulatory framework and the valorization of ethical behavior of members of the intelligence services in every situation. It thus contributes to making the two services more effective, to ensure their stability and encourage fruitful cooperation.<\/td>\nThe training provided finds its foundation and limits in the respect for legislation as well as in the promotion and defence of democratic values. It fosters respect for a moral ethical framework and encourages intelligence officers to adopt an ethical conduct in all situations. Therefore it contributes to increasing both services\u2019 efficiency, to ensuring their continuity and leads them to successful cooperation.<\/td>\nLa formation dispens\u00e9e trouve son fondement et ses limites dans le respect des lois, la promotion et la d\u00e9fense des valeurs d\u00e9mocratiques. Elle favorise le respect d\u2019un cadre moral et d\u00e9ontologique et la valorisation d\u2019un comportement \u00e9thique des agents des services de renseignement en rapport \u00e0 chaque situation.
