On the eve of World War II, State Security, as well as some services of the Second Department of Public Security, pass under the direction of the Ministry of National Defense (Are you 8 march 1940). Furthermore, the powers of State Security are extended (Law and AR of 9 march 1940). After the Campaign 18 days, the Belgian government in exile in London wants to restore relations with the occupied homeland as soon as possible. For this purpose, he decides the 19 november 1940 to place State Security under the supervision of the Ministry of Justice and to entrust it with the task of carrying out all necessary clandestine actions in occupied territory and setting up an intelligence network. After the Belgian Campaign, the Belgian government in exile in London wanted to restore the relations with the occupied fatherland as soon as possible. To do so, it decided on 19th November 1940 to place the Sûreté de l’État under the command of the Ministry of Justice. The Sûreté de l’État was also entrusted with the task of conducting all necessary underground operations in occupied territory and of establishing an intelligence network. The 10 janvier 1941, the powers of State Security are further extended. The service is indeed entrusted with the Public Security and the judicial police. On 10th January 1941, the powers of the Sûreté de l’État were further extended, as the service was now responsible for public safety and judiciary police. However, ill-defined competences and the desire to profile the authorities concerned damage relations between the two bodies and undermine collaboration with the British intelligence services. However, the lack of clarity on the attributed competences and turf wars between the concerned authorities damaged the relations between both services as well as the cooperation with the British intelligence services. Uncertainty about the powers and profiling of the authorities involved, however, cloud the relationship between the two bodies and, moreover, have a detrimental effect on cooperation with the British intelligence services.
The situation continues until 1942, when an agreement is reached between the new Ministers of National Defense and Justice in order to delimit the competences. The issue lingered until October 1942, when an agreement defining the competences of both services was signed between the new ministers of National Defence and Justice. This situation will continue into October 1942, when an agreement is concluded between the new Ministers of Defense and Justice for the demarcation of powers.
The skills of the 2nd Section now include the execution of missions relating to military intelligence and the exploitation of this information, the carrying out of acts of military sabotage and the conduct of operations preparing a second front.
