Prerequisites

Main themes
The course is divided into 3 parts:
1. Institutional aspects of the Administrative Law (20 hours)
This first part presents the different administrative Belgian institutions: first, the federal, community and regional administrative institutions; and second, the administrative institutions created within the framework of the functional decentralization (decentralized public utilities) and territorial (local and provincial authorities). For this part, the student needs to be familiarized with the most important items of the public office.
2. Functional aspects of the administrative Law (30 hours)
This part is devoted to a main theory of the administrative action. The students will learn the main categories of administrative acts, their main features and flaws that could affect their legality (internal and external). The examination of the administrative acts centres on the difference between unilateral administrative acts - both with a general and an individual application - and the contractual administrative act.
3. The contentious aspects of administrative law (10 hours)
The last section of the course ends with an examination of some notions and fundamental principles of administrative contentious. (Objective and subjective contentious).
The oral teaching could be enriched by different teaching methods.
The syllabus will be available at the beginning of the semester during the second year of
the granting of tenure.
The compulsory practical exercise (12 hours) enables the student to develop a practical approach to the subject matter. The sessions imply special preparation on the part of the student whose work will be evaluated by the assistant.
Together with the head of the department, the teacher sees that the practical training are coherent and well connected, including with respect to the evaluation.
Students following Minor in Law are not allowed to take the practical exercises.

Schedule: This course is taught during the 2nd semester: on Wednesdays from 10:45 to 12:45 and on Thursdays from 10:45 to 12:45.
