Learning outcomes

At the end of this learning unit, the student is able to :
1	This course aims at some objectives: - to allow the student to acquire a knowledge of the institutional framework and the public strategies of the sustainable development - to allow the student to acquire a knowledge of general and common rules of urban planning law and environmental law - to allow the student to apply this knowledge to case studies - to allow the student to formulate critics on solutions provided by law actually in force. The course is based on participatory teaching methods (learning through projects or problems, review of the relevant case-law and doctrine, debates with guest speakers, field studies ...) which allow the students to develop independently a critical, forward-looking and inventive look on public international law. Students are encouraged to participate and to get involved in learning, which has both an individual and a collective dimension.

Content

The aim of the course is to give students an introduction to the general and transversal aspects of environmental law in the different legal orders. It covers :
- the definition of the notions of environment and environmental law,
- the legal status of the elements of the environment 
- institutional aspects in international, European and domestic law (distribution of competences, sources, actors)
- the foundations of environmental law, namely fundamental rights, objectives and general principles
- environmental law instruments, i.e. administrative, economic, voluntary and land law instruments
- Procedural guarantees in environmental law, namely access to information, participation and access to justice.
- the implementation of environmental law (control, sanctions and liability)

Teaching methods

The course is given in a lecture format, with examples from teachers' professional practice and with emphasis on interaction with students through readings of case law decisions or articles and by inviting environmental law practitioners. Situational exercises are organized on Moodle to prepare students for the exam.

Evaluation methods

The exam is an oral exam, with two questions, the first with preparation time, the second without preparation time. The questions deal with theory and simple situational exercises
