Aims

At the end of this learning unit, the student is able to :

1 Specific learning outcomes:
By the end of this course, students will be able to use the CWATUP (Code wallon de l'Aménagement du Territoire, de l'Urbanisme et du Patrimoine  - Walloon Code for Regional Development, Town Planning and Heritage) and the CoBAT (Code Bruxellois de l'Aménagement du Territoire ' Brussels Code for Regional Development) to :
  • identify and understand the nature of the different legal constraints involved in town planning projects (plans and draft land use and policy plans, town planning regulations, planning and subdivision permits, special permits and regularisation permits)
  • analyse basic clashes that may arise between the different planning rules (plans, regulations, plans/draft plans, plans/regulations, subdivision permits/plans and regulations etc.)
  • identify the main procedural constraints in granting permits (stakeholders, impact assessments, public inquiries, procedural implications of  submitting proposed modifications while the permit is being considered etc.) and being able to simplify a draft permit proposal to cut down on certain procedural constraints
  • identify the main breaches in planning rules (situations which are at risk of creating a breach) and their consequences for the architect and the project manager (e.g. interruption of building work, criminal sanctions and restoration etc.)
  • understand certain links between town planning policy and other administrative policies (historic buildings and sites, environmental permits).

With regard to the Learning Outcomes Reference Framework of the Master's degree in Architecture, this teaching contributes to the development, acquisition and assessment of the following learning outcomes:
