The part of the course devoted to 'Northern' contexts will focus on social policy development in Europe since 1945. This theme will be approached theoretically by studying a series of key authors. Priority will be given to the solidarity arrangements securing income that were established in European societies after the War and to the various forms of capitalism in which these are inserted. Several empirical studies will also be presented. These case studies will be specifically related to the field of care and, more specifically, to social policies oriented towards care for the elderly.
A second part of the course will illustrate how these trends can also be observed in the 'South', by retracing all the development theories and showing the relationship between these theories, their economic, social and political context, and both the actors (including institutional actors) and the international policies of development cooperation. The originality of thought on development will be portrayed as a field of interdisciplinary reflection on the major contemporary issues.
Students will then be asked to mobilize the analytical frameworks proposed for the North and South contexts to analyze in depth a domestic situation of their choice.

At the end of this learning unit, the student is able to :

The course aims to provide students with the necessary skills to analyze, in the policymaking context, the specific articulations between the State, the market and the civil society. Particular attention will be devoted to public policies related to the provision of social services. The period covered extends mainly from 1945 (end of World War II) to present. The originality of the course lies in that it will analyze and compare both cases from Western countries and situations observed in developing countries. By doing so, several ¿ideal-type¿ contemporary socio-economic models specific to different parts of the globe will be identified.
