Aims
At the end of this learning unit, the student is able to : | |
1 | - Give students a first approach to management in the public sector and to some of the techniques used, mainly in the fields of the strategy, organization and management control - Approach in a critical way: 1° the transfer of private management methods and techniques to the public sector, and 2° the interaction between the political authorities and the administration in the setting of managerial reforms - Give students a first approach to the management techniques through exercises and through the analysis of practical cases (possibly in the presence of invited experts) |

Content
The course is divided into five parts preceded by a short introduction on the scientific basic principles of man-agement.
I. The overall regulation of the public organizations using global management tools: the strategic ap-proach and the analysis of business portfolios, planning, risk management
II. The choice of the organisational structures
III. General concepts concerning budget development and public accounts development
IV. The management control: administrative controls and management controls, management indicators and dashboards, the audit, total quality approach.
V. New Public Management and the performance contracts
Each part starts with an initiation to management methods and tools, followed by a critical analysis on the use of these methods and tools within the framework of the public organizations.
Method: Theoretical talks by teachers, presentation and discussion of cases by the students, invitation of experts

Having followed the course "theory of organizations et public action" (POLS1223) or equivalent.
Evaluation
1/ Oral presentation of a case study (per group) linked to part of the course. The subject choice has to be agreed by the professor in charge of this course. This work accounts for one third of the final note.
2/ Oral Exam (notes and documents can be consulted during the exam)
