Main themes The course exposes first, through the analysis of various questions raised by public policies, how the competences of each Belgian public institution articulate with the others. This problematic has a vertical dimension (from the international level to the local one) and a horizontal dimension (from the Parliaments to the private sector). The selected items are related to problems that the public institutions have to confront, a theme being chosen in accordance with local, regional, national and European actuality. It may bear on everyday problems, such as the noise caused by aeroplanes in urban areas, as well as on the analysis of legal procedures of public intervention, such as the administrative penalties as a reaction against uncivility or the public rent of buildings as a instrument of the housing policy.
Aims The course will give the student the ability : - to understand how the principles of constitutional and administrative law, which were teached during the first years of the academic cursus, can work in the implementation of public policies ; - to apply his knowledge to empirical situations and to build coherent legal arguments, so as to find solutions to the problems with which a public policy can be confronted, or to improve the legal instruments of a public policy ; - to formulate critical observations about public policies and their legal instruments. Both teachers are working as a team. The course refers to a collection of documents which is available since the beginning of the course. The teacher endeavours to favour the active participation of the students.
Other information

Basic knowledge of the Belgian public law is a prerequisite. Written and/or oral open-book exam, related to the aims of the course. The exam aims to assess the student's ability to put his legal knowledge into effect by adopting both a critical and legally founded point of view. A set of printed material containing the summary of the course and a collection of documents is available.
