| Main themes |
1- Shows the relevance of an historical, institutional and contextual approach to understand the policies and planning development conceptions. Notably it is to understand the relations between agriculture and industry, as well as rural and urban problems and their interactions.
2- From the development point of view, the reflection on the planning has involved mostly from a central-ized macroeconomic perspective within a mixed or socialist economy framework. The aim is to set up an institutional framework allowing the integrated development of the population living conditions. It will stress the importance of the link between development and environment.
3- Analyze the development planning issues from a comparative approach based on the evolution of plan-ning experiences in the major development countries. Demonstrate how in these cases, the transition from plan to market, which occurred in the 80's and 90's, shows at the same time:
- A theoretical controversy
- The complexity of the relations between agricultural development strategies and industrial growth
- The problems to seek a balance between plan and market.
